On 7 – 8 December Main Surveyor of Poland, Self-Government of Mazowieckie Voivodeship, President of the City of Plock, and Head of the Piaseczynki Powiat organize a seminar entitled “Legal and technical foundations of operating topographic and general geographic objects databases at the central and regional level – draft projects”
The seminar is connected with the transposition to the Polish legal system of the Directive of the European Parliament and the Council of 14 March, 2007 establishing Infrastructure for Spatial Information in the European Community (INSPIRE) and with the actions of the Head Office for Geodesy and Cartography (GUGIK) aimed at implementing the new technical standards regarding the national system of land information.
The seminar is dedicated for the Surveyors of Provinces, Provincial inspectors for Geodesy and Cartography Surveillance, Provincial Directors of Centers of Geodesy and Cartography Documentation

The following task has been completed: Research studies aimed at comparison of economic aspects, precision and time used for the procession of analogue data concerning cadastre maps and basic maps by scanning and vectorisation and by scanning and establishment of numerical models based on source materials. The task was performed at the Chair of Environmental Geoinformation, Photogrammetry and Remote Sensing of the AGH University of Science and Technology in Kraków.

The subject of this Conference directly concerns the transposition of the Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007 establishing an Infrastructure for Spatial Information in the European Community (INSPIRE) into the Polish legal system, along with the activities taken by the Head Office of Geodesy and Cartography to implement the new technological standards into the national spatial information system.
The event is associated substantially with beginning two days earlier conference of the Polish Association for Spatial Information (PTIP) on modernization of the Polish geoinformation resources in the framework of INSPIRE Directive. Main Surveyor of Poland, Self Government of Mazowieckie Voivodeship, President of the City of Płock, and Head of the Piaseczno District are pleased to invite you to read the contents of the draft models of spatial data prepared within the project and to submit any comments. The models are available at: www.geointegracja.com.pl and www.geointegracja.gov.pl
This is an opportunity for our environment to participate actively in designing the technical legal basis in geodesy and cartography. Comments on the presented materials concerning:
1) databases of detailed geodetic control networks,
2) databases of geodetic register of land and buildings (cadastre),
3) databases of the geodetic register of utilities,
4) databases of topographic objects included in the scope of Base map,
5) databases of Topographic Database with Digital Terrain Model,
6) hydrographic and environmental databases,
7) register of real estate prices and values,
and proposed modifications may be submitted until 15th September, 2009.
The spatial data models prepared within the Project, according to the INSPIRE Directive which provides: "In order to benefit from state-of-the-art and actual experience of information infrastructures, it is appropriate that the measures... should be supported by international norms and standards adopted by European standardisation bodies...". Therefore, the ISO 19 100-series standards were considered in their preparation.

Today, a two-day trainings on uniform georeference data model begins. Trainings are dedicated for the entire Geodetic and Cartographic Service. Trainings are organized by Main Surveyor of Poland, Self Government of Mazowieckie Voivodeship, President of the City of Płock, and Head of the Piaseczno District within the Project "Working out and implementing innovative methods of integration of cadastre data, base map and Topographical Database (TBD) and modernisation of services provided by geodetic and cartographic service”, supported by a grant from Iceland, Liechtenstein and Norway through the EEA Financial Mechanism. The subjects of trainings concern basis of UML language, basis of the ISO 19 100-series standards and prepared project of the uniform data model for:
1) databases of detailed geodetic control networks,
2) databases of geodetic register of land and buildings (cadastre),
3) databases of the geodetic register of utilities,
4) databases of topographic objects included in the scope of Base map,
5) databases of Topographic Database with Digital Terrain Model,
6) hydrographic and environmental databases,
7) register of real estate prices and values.
Within trainings will be also discussed detailed rules of data interoperability, including the logical and organizational procedures for data exchange between various databases. The works carried out within the project and trainings are closely related to the currently considered act on spatial information infrastructure, because within above mentioned works are preparing recommendations for amendment of geodetic and cartographic law. The suggested recommendations will be discussed at the beginning of meeting. Prepared harmonized data model will:
- consider the rules and principles included in the INSPIRE Directive and in the draft of infrastructure for spatial information law,
- is independent from the IT environment and organizational structures of the Service,
- is based on a comparative analysis of the subjects covered by registers and databases held by the Geodetic and Cartographic Service as well as needs, tasks and competences of public administration organs (local authorities and government administration), communal organizational units, districts, voivodeships and the State Treasury,
- harmonize data and verify the catalogue of objects managed by the Service,
- is prepared according to concepts of the general spatial object, a general geodetic model and particular georeference models,
- is created according to the ISO methodology and described in the UML formal language – providing an unequivocal identification of objects in the SDI structure (concept and principles of a uniform country-wide system of unique and unequivocal identifiers for objects),
- include a description of the evolution of the concept of objects in time, to ensure the traceability of an object at any given moment
- implement the principle of interoperability of georeference databases on a technical level by XML/GML data sharing languages and wms/ wfs standards.
The trainings are organized in a two-day sessions held until 15th May, 2009. At www.geointegracja.com.pl, e-learning courses have already started which will complement direct training.

Within order commisioned by Self Government of Mazowieckie Voivodeship, in cooperation with Main Surveyor of Poland, President of the City of Płock, and Head of the Piaseczno District and co-financed by the grant from EEA Financial Mechanism, were prepared data specifications for:
1) general spatial object and general geodetic model,
2) databases of detailed geodetic control networks,
3) databases of geodetic register of land and buildings (cadastre),
4) databases of the geodetic register of utilities,
5) databases of topographic objects included in the scope of Base map,
6) databases of Topographic Database with Digital Terrain Model, concerning subjects of Technical Guidelines of the Main Surveyor of Poland: Topographic Database (TBD),
7) register of real estate prices and values,
8) thematic databases held by the Geodetic and Cartographic Service.
The conceptual work also included such issues as preparation of uniform rules for the whole country of unique and unequivocal identifiers for object and versioning system. The prepared materials are currently being received from the Contractor under specialist supervision of a Steering Group composed of experts in geodesy, databases and modelling.
Within the project “Working out and implementing innovative methods of integration of cadastre data, base map and Topographical Database (TBD) and modernization of services provided by geodetic and cartographic service”, supported by a grant from Iceland, Liechtenstein and Norway through the EEA Financial Mechanism, the Scanning Centre has been established at the Office of the Surveyor of Mazovia Voivodeship in Warsaw. Centre will support the conversion to digital version of cadastre and base maps – at first maps of the City of Płock and the Piaseczno District, as the project’s co-partners and next, of all other districts of the Mazovia voivodeship. The Scanning Centre is equipped with a big-format flat scanner with a scanning area of 107 x 160 cm and other impressive characteristics, e.g. optical resolution of 1200 dpi or absolute accuracy of 50 micrometres, and four computers, including one which is a server for the scanner and the other three have software designed for geometric and visual corrections and vectorisation of scanned maps – work stations for processing raster images. In this way, it had been launched a complete technological line, prepared for independent processing of printed maps into a cartometric vector form.
Self Government of Mazowieckie Voivodeship, Main Surveyor of Poland, President of the City of Płock, and Head of the Piaseczno District invite representatives of polish Geodetic and Cartographic Service to take part in a series of training on recently prepared new georeference data model. The training is organised within the project “Working out and implementing innovative methods of integration of cadastre data, base map and Topographical Data ase (TBD) and modernisation of services provided by geodetic and cartographic service”, supported by a grant from Iceland, Liechtenstein and Norway through the EEA Financial Mechanism. It will be held in two-day sessions during the first half of May in Warsaw and Białobrzegi near Warsaw.
